PNL Initiative: Access to gambling halls, forbidden to young people under the age of 21 in Romania

PNL deputy Adrian Cozma has tabled amendments to a legislative project on gambling in Parliament, prohibiting access to gambling halls for young people under the age of 21.

„Access of minors and young people who have not reached the age of 21 in specialized locations for the conduct of gambling, as well as their participation in any type of gambling are prohibited”, it is shown in the amendment.

Currently, access of minors to gambling venues is prohibited.

„Lifting the age limit to 21 would protect young people in a critical phase of their development, when they are more susceptible to risky behaviors and impulsivity”, the proposed project said.

“Neuroscience research shows that the human brain continues to develop and mature until around the age of 25, particularly in the areas responsible for self-control and decision-making. In addition, 18-21 year olds are often in a transitional phase towards financial independence, as students or at the start of their professional careers. If they fail to manage the risks associated with gambling, they will have serious financial problems at the beginning of the first experiences of autonomy in their lives.

Last but not least, teenagers and young people, the target groups that are indiscriminately targeted, are the ones to whom gambling marketing campaigns are addressed. Raising the age limit could reduce the effectiveness of marketing techniques and reduce the pressure on them to participate in gambling,” the document added.
