We will hereby present the documents that are required in order to obtain the authorization for exploiting gambles, according to the legal provisions.
A. FOR THE AUTHORIZATION TO EXPLOIT GAMBLES OF TYPE BINGO IN ROOMS THE FOLLOWING DOCUMENTS ARE REQUIRED:
1. request regarding the authorization of the activity. The request shall be edited and types in Romanian language, it shall be signed and stamped by the legal representative of the economic operator and shall contain: the applicant’s identification data, the type and series of the game means making the object of the request, as well as the game spaces where the activity is to take place. To the extent of developing the supporting informatic applications, the request shall be edited only using this means;
2. a detailed description of the activity, including the blueprint of the game spaces, with the location site of the main and auxiliary game means;
3. an operating regulation in which it shall be obligatorily stated the percentage granted for winnings from the total of cash-ins rollover;
4. documents regarding the property or usage right of the game space;
5. the internal order regulation regarding the organization and development of the activity, in which there shall be stated in detail: the tasks and attributions of the personnel, the system of financial-accounting record keeping, the means of ensuring the security of documents, valuable assets, etc.;
6. the proof regarding the technical verification of the turbo-blower issued by the Romanian Bureau of Legal Metrology;
7. documents attesting the legal origin of the main and auxiliary game means;
8. proof regarding the constitution of the warranty fund;
9. affidavit by the organizer that the space where the game means are to be exploited corresponds from the sanitary point of view and that it complies with the FPE norms (Fire Prevention and Extinguishing).
B. FOR THE AUTHORIZATION FOR EXPLOITING GAMBLES OF THE TYPE FIXED-ODD BETTING THE FOLLOWING ARE REQUIRED:
1. request regarding the authorization of the activity. The request shall be edited and typed in Romanian language, it shall be signed and stamped by the legal representative of the economic operator and shall contain: the applicant’s identification data, the type of activity for which the approval is requested, as well as the locations (agencies) in which the activity is to be held. To the extent of developing the supporting informatic applications, the request shall be edited only using this means;
2. a detailed description of the activity, including the location in which the server is located. There shall be stated the method of interconnecting the betting agencies, the method and guarantee of securing the centralized information regarding the total of money rolling per each betting agency, as well as the method of interconnecting with the system installed at the level of the Ministry of Public Finances;
3. the operating regulation for each separate game where it shall be stated, where applicable, the percentage granted for winnings from the total cash-ins rollover;
4. documents regarding the property or usage right for the gaming spaces (only for the working points which are not included in the ascertaining certificate issued by the trade registry office);
5. the internal order regulation regarding the organization and development of the activity, in which there shall be stated in detail: the tasks and attributions of the personnel, the system of financial-accounting record keeping, the means of ensuring the security of documents, valuable assets, etc., as well as the location where the server is placed;
6. a documents ascertaining the usage right granted to the organizer by the rightful holder of the informatic program;
7. proof regarding the constitution of the warranty fund;
8. affidavit by the organizer that the spaces where the activity is to be developed correspond from the sanitary point of view and that it complies with the FPE norms (Fire Prevention and Extinguishing);
9. for adding new betting agencies the following documents are required:
a) request regarding the registration of the new betting agencies. The request shall be edited and types in Romanian language, it shall be signed and stamped by the legal representative of the economic operator and shall contain: the applicant’s identification data, the location of the agencies and the terminals interconnected to the system within such agencies. To the extent of developing the supporting informatic applications, the request shall be edited only using this means; b) method of interconnecting with the reference server of the system; c) proof regarding the constitution of the warranty fund; d) affidavit by the organizer that the space/spaces where the activity is to be developed correspond/s from the sanitary point of view and that it complies with the FPE norms (Fire Prevention and Extinguishing).
