I notice, once again, that we as a county have got no clue how to make money. I don’t mean the twothree billionaires in Euros and the other several dozens of millionaires.
I mean the state as administrator of public finances. I also mean the government in charge with the well being of the population. And, let’s admit that we indeed hit a dead end in our imagination and that we can’t figure what and how to get things started, but when you tell a man of good faith that he’s got a problem, that man will try to get his problem solved, inasmuch as his incompetence reflects upon us all.
It’s not possible for a country like Romania, with a natural richness a hundred other countries would wish for, not to be capable to set up a good tourism. Any sort of tourism. Any sort of vacation, neither cultural, nor entertaining – events, casinos, fairs, etc. Sure, much too often the tour-operators are also to blame, the agents, hotel owners. But, for the most part, the blame belongs to the institutions of the state – executive and legislative authorities – either because they are not capable of applying a law, or because they do not understand the moment when it becomes necessary to initiate a new project. Things are even worse when the people responsible with a domain, whichever it may be, elaborate a normative act project, explain why it is necessary to update the old legislation, which is obsolete, explain the benefits entailed by this update for the state budget, for the business itself and so on and the state representatives spent time counting sheep.
This has been the case for a number of years with regard to the project of the Law for regulating the activities in the domain of gambling. There is such an initiative, beneficial both for casino organizers and the state budget, as well as for the local tourism – by attracting foreign players in Romanian casinos – project which has been lying inactive on the website of the Ministry of Finances, as a sample of legislative indolence.
Nobody in this ministry takes the trouble to step forward and submit it to the Parliament. Why?! Who knows? Maybe out of ignorance, lack of interest or simply bad faith.
